WordPress is not a website builder itself but you can use drag and drop page builder on WordPress. Sounds confusing, right? Let me make it clear.
Though you can build websites on WordPress, the website builder has a different meaning in the web development industry.
Website builders refer to some specific platform whose sole job is to design websites without writing code and these websites are hosted by the same platform.
A website builder lets you create a website by dragging in some prebuilt components into the web pages. For example Wix, Weebly, Squarespace, etc. And these platforms will not allow you to host websites on third-party hosting.
On the other hand, WordPress is a content management system that allows you to create websites in many different ways. On WordPress, you can create websites by writing code, without writing any code, using drag and drop builder, etc.
That means you can get all the privileges in WordPress which has a website builder platform. Additionally, you get some extra advantages that the website-building platforms don’t have.
So the website builder is not the same as WordPress.
Is it free to use WordPress and its page builders?
Aside from the domain and hosting cost, WordPress is free as a CMS or content management system. That means you can use it for free and forever.
On the other hand, there are many WordPress page builders that are free to use (with some limitations). These are called plugins. These plugins also have premium versions. But you can still create professional websites using the free version. Such as Elementor, beaver builder, etc.

WordPress is an open-source content management system. It’s more than a website builder. And it’s different from website building platforms such as Wix, Squarespace, Weebly, etc. But if you still call it a website builder in general that won’t be wrong.
